Mark A. Jeffrey, General Manager of Clairton Coke, Chemicals, and Mon Valley Environmental, effective July 1, 2026. In this role, Mark has responsibility for the safe and efficient operations of the largest coke and coal chemical operation in North America producing high-grade metallurgical coke and by-products recovery of tar, light oils, anhydrous ammonia, elemental sulfur, and clean coke oven gas. In addition, Mark leads the Environmental Team for the Mon Valley Work which focuses on environmental permitting, regulatory development, and world class environmental performance.
Mark has proudly served U.S. Steel throughout the past 29 years, starting as a Student Co-Op for the Utilities Division at Edgar Thomson in 1998, and holding progressively responsible positions in Operations, Maintenance, Reliability, and Environmental within the Mon Valley Complex of Plants and Headquarters. In 2020 Mark was advanced to Director, Environmental, Reliability, & Operations Excellence at the Mon Valley Works. Immediately prior to accepting his current role, Mark was Plant Manager of the Clairton Coke Works.
Mark is a recognized leader in the steel industry, serving as Board Co-Chairman for the Pennsylvania Steel Alliance and Board Member for the American Coal, Coke, and Chemicals Institute. Mark has also served as an appointed member of the Allegheny County Health Department Air Pollution Control Advisory Committee for 15 years. Mark is a native of Pittsburgh, PA and lives within Allegheny County. Mark earned his BS in Chemical Engineering from the University of Pittsburgh, and an MBA from Duquesne University.
Bernie Hall

Bernie Hall was elected USW District 10 Director in 2021. He oversees the union’s activities across Pennsylvania, representing 50,000 active members belonging to more than 120 local unions.
Hall began his career at the Zinc Corp. of America in 2000, joining USW Local 8183 in Bridgewater, Pa. He worked as a journeyman industrial mechanic at Zinc Corp’s Monaca, Pa., smelter, the largest zinc smelter in North America. A fourth-generation Steelworker whose family has a long tradition of union activism, Hall quickly followed in their footsteps, serving first as unit president and then president of his amalgamated local.
In 2011, Hall became one of the youngest ever staff representatives in the District. Since then, Hall has bargained in nearly every sector of the union, including negotiations with employers such as U.S. Steel, BASF, International Paper, PCA, Allegheny Technologies, Nova Chemicals, Robert Morris University and others.
From 2015 to 2020, Hall also served as the District 10 organizing coordinator, and in 2016, then-International President Leo W. Gerard asked him to help represent the USW as part of a small delegation that participated in a White House summit on union organizing. Hall currently sits on the national Institute for Career Development Advisory Board, the Pennsylvania Workforce Development Board and TEAM Pennsylvania, and he serves as a trustee to a number of benefits funds. He also co-chairs the USW’s Cement Council and serves as the USW national bargaining Chair with ATI.
He is a graduate of the Penn State Labor College and the Community College of Allegheny County labor management studies program.
Anne Pastor
Board Treasurer
Anne Pastor is a workforce development and labor-management partnership leader with more than 25 years of experience advancing collaborative solutions that strengthen industries, workers, and regional economies. As Board Treasurer of the Pennsylvania Steel Alliance, she works alongside labor, industry, education, and workforce partners to support Pennsylvania’s steel sector through strategic workforce initiatives, training investments, and industry engagement.
Throughout her career, Anne has secured and managed more than $10 million in public, private, and philanthropic funding to support workforce development, pre-apprenticeship and youth-based programs, incumbent worker training, and sector-based partnerships. She previously served as Executive Director of the Three Rivers Area Labor Management Committee, where she led collaborative initiatives involving unions, employers, and public agencies across southwestern Pennsylvania.
Anne currently serves as Director of Campus Development at Penn State Greater Allegheny in McKeesport, where she supports educational access, workforce development, and community partnerships in the Mon Valley. She holds a Bachelor of Arts in Communication from Duquesne University.
Chris Masciantonio
Executive Director
Chris Masciantonio is the Executive Director of the PA Steel Alliance, a joint labor and management collaborative that supports Pennsylvania’s steel industry and steel jobs. Chris began his professional journey as a lawyer for United States Steel. During his tenure there, he was invited by then-Governor Tom Ridge to join the governor’s administration. In this capacity, Chris served the Commonwealth as the Deputy Secretary of Labor and Management Relations and Safety for the Department of Labor and Industry. As Deputy Secretary, Chris worked closely with the Governor and administration to promote labor and management cooperation throughout Pennsylvania. He played a key role in fostering an environment conducive to economic growth, enhancing workplace safety, and supporting family-sustaining jobs. After concluding his public service, Chris returned to United States Steel, where he took on the role of Director of Government Affairs and Public Policy. Chris is dedicated to giving back to his community. He serves on the Board of Directors for the Bridge Education Foundation and the Clelian Heights School. Additionally, he is Chairman of the Board for the Making Strides Foundation. His professional affiliations include membership in both the Pennsylvania and Westmoreland County Bar Associations, as well as the Board of Directors of Pittsburgh Works Together.
Brian Abela
Director of Government Affairs
Brian is a veteran lobbyist whose deep relationships and experience deliver wins for clients in education, manufacturing, public safety, transportation and workforce development.
Brian led the effort on behalf of the Steel Alliance to reform Pennsylvania’s Steel Products Procurement Act by advocating for the passage of legislation to improve the Act. Brian also led the effort to pass legislation to remove the “waste” classification of some steel slag in Pennsylvania. In addition, he works with the Steel Alliance to educate members of Pennsylvania’s General Assembly about the importance of the steel industry, and about any key developments that occur in the industry.
Brian has over 20 years of experience as a lobbyist in Pennsylvania. He has many legislative wins on his resume in a variety of sectors, and works very closely with the Pennsylvania General Assembly. Brian is currently employed at Bravo Group, a leading Public Affairs firm based in Harrisburg. The Western Michigan University graduate was a former director of legislative and public affairs for the Pennsylvania Department of Labor and Industry and has been involved in gubernatorial and presidential election campaigns.
